Shutdown Risks and a Fed Decision: Markets on Alert

Congress moves unexpectedly back into the economic picture, as talk of a partial government shutdown on Friday has re-emerged with power and possibility. If investors thought that the only news hitting them this week would be just another boring Federal Reserve meeting, the fight over Department of Homeland Security funding should spice things up nicely. The Senate has heretofore expressed very little appetite for another government shutdown and even the minor economic disruption it might cause; the vote scheduled for this week would provide critical appropriations for the departments of Defense, Health and Human Services, Labor, Transportation, Education, State, and Treasury. Nevertheless, midterm elections began to more explicitly dominate fiscal policy the minute the calendar flipped the page to 2026, and the next few days will shine a light on some of the challenges of governing in an election year. It is not anticipated that this appropriations fight will be of consequence to the Federal Reserve and its interest rate decision, but currency and bond traders may not be so blasé — another reminder that this year will be about a lot more than just interest rates and monetary theory.
