Retiring Abroad? Plan Before You Pack

With the rising cost of living, more families are exploring whether their retirement savings could go further outside the U.S. For some, moving abroad offers a more affordable lifestyle. For others, it provides an opportunity to return to a country where they hold citizenship or have family ties. Understanding how a move may affect taxes, investments, and estate planning is an important part of evaluating that decision.

Taxes and Reporting

U.S. tax obligations generally follow U.S. citizens wherever they live, and having dual citizenship doesn’t change that. A retiree may become a taxpayer in another country while still having U.S. returns to file and potentially U.S. taxes to pay.

Foreign tax credits can help reduce double taxation, and applicable tax treaties may provide additional relief. However, the two countries may treat the same income differently or tax it at different times. The foreign earned income exclusion generally applies to income from working abroad. It does not cover pensions, IRA distributions, or investment income. Reviewing how each source of retirement income will be taxed in both countries helps establish a clearer picture of the financial impact.

Living abroad can also bring additional reporting requirements. Foreign financial institutions and tax authorities share certain account information with the U.S., and moving overseas does not eliminate required filings. For example, failing to properly file a required Form 8938, which reports certain foreign financial assets, can trigger a $10,000 penalty. Additional penalties may apply for continued noncompliance after IRS notification.

Investments

Some U.S. financial institutions may limit the services or investments available to clients living abroad. Meanwhile, a mutual fund recommended by a bank overseas may fall under special U.S. tax rules, potentially resulting in higher taxes, interest charges, and additional reporting and preparation costs.

For families moving permanently or dividing their time between countries, reviewing accounts and investments before transferring assets or making new purchases can help prevent unexpected complications.

Estate and Inheritance Planning:

When one spouse is not a U.S. citizen, special rules apply to transfers between spouses, even if that spouse holds a green card. Normally, spouses who are both U.S. citizens can transfer an unlimited amount of assets to each other during their lifetimes without triggering federal gift tax, known as the unlimited gift tax marital deduction. When the receiving spouse is not a U.S. citizen, however, this unlimited deduction generally isn’t available. Instead, a separate annual exclusion may allow a limited amount to be transferred each year without gift tax consequences. Inheritances can also require additional planning, making a review of account ownership, beneficiary designations, and estate documents particularly important.

Evaluating the Full Financial Picture

Once taxes, professional fees, and other cross-border costs are considered, the expected savings from a lower cost of living may be smaller than anticipated. In some cases, those costs may outweigh the savings, making retirement abroad less financially attractive than remaining in the U.S.

Some individuals may also consider renouncing U.S. citizenship, but doing so can carry significant financial consequences, including a potential exit tax on unrealized gains, even when the assets have not been sold. Renunciation does not erase existing tax obligations and may also create tax consequences for future gifts or inheritances to U.S. family members, making specialized tax and estate planning essential before taking that step.

Early coordination with your wealth manager and tax and legal specialists in both countries can help families weigh the financial trade-offs alongside their lifestyle goals and make informed decisions before the move.

We have been clients of Michael Tierney for over 15 years. Michael stays well attuned to the various market issues and specifically follows strategists who have proven track records and philosophies. His frequent news emails have been especially helpful in keeping us informed of market happenings with his ongoing thoughts and educating us. On a more personal note, Michael has always been easily approachable, encouraging us to call anytime to answer questions or entertain ideas. There have also been personal business visits during which we appreciate Michael’s warmth and friendliness. His assistants through the years have also been very helpful in handling any necessary matters.

Client of over 15 years

After being introduced via trusted friends and neighbors, we have worked with Frank Corrado and team for over 10 years. The life transition we were facing was planning for our retirements. My husband and I have a seven-year age difference, so working with Frank, we established goals that reflected our greatest hopes for the future: paying off our mortgage by the time Sydney was 65, giving him financial freedom to return part-time to substitute teaching, while also helping me with a plan to retire from my full-time position in NYC when I turned 65. The mantra was always - how do we approach our portfolio in a way that allows us to sleep well at night and know that our savings will cover us for the remainder of our lives but would also allow for growth? Helping fund a grandchild's education, paying for two weddings, investing in the upkeep and upgrade of our beloved home of 30-plus years, ensuring plenty of funds to cover our love of travel, and devising strategic giving plans that supported our philanthropic goals were all reflected in our financial plan. Most importantly, Frank and his team are part of our family, committed to our well-being, going above and beyond to coordinate with our lawyer, insurance broker and even my mother's financial advisors! Frank believes in living your best life; he's committed to helping us ensure this is possible for our entire family.

Dana & Syd

Joe came to me via a handful of professionals I have known for years. Since 2017, he has guided my family and me through not only the usual investment options and retirement planning but also, to my delight, he has been instrumental in recommending our family to other professionals for guidance in estate planning, insurance, legal matters, and more. What has been really exciting is Joe has exposed us to alternative investment offerings above the efficient frontier and in-depth wealth planning via many of his company resources and team members. We don’t dare make a move without consulting with Joe. We have benefitted handsomely from this relationship.
